Croatian fertility rate fell below replacement rate in 1960s and mass ethnic cleansings of Serbs / emmigration of Croats from Croatia to better, non-Croatian countries created a massive gap in the working population that requires mass immigration to keep the system from imploding.Due to Croatia already essentially being "Greater Croatia", encompassing almost all lands with sizable Croatian population and more, there is no real pool to draw Croats in (except from a tiny population in Bosnia). And even that would be unlikely because it wouldn't be possible to filter out Croats from other Bosnian citizens who are a much larger percentage of the population
Even worse, due to Croatia's heavy dependence on tourism and similar services, it's not likely for its economy to be able to be meaningfully automated for the forseeable future, even if possible - no one wants to go to a coastal resort devoid of humans and have a romantic dinner from a glorified vending machine
