Japan has a credit card network called JCB. They have a reciprocity agreement with Discover. In theory, they could avoid Visa and Mastercard's rules by ONLY accepting Discover from foreign buyers.

But they don't get to choose what payment method you use. You the foreign customer likely only have a Visa card or a Mastercard. Some of you have Amex or Discover, but most do not. If they want to sell to you, they have to meet you at YOUR level, not the other way around. Which is why Visa and Mastercard are dominant. They gatekeep American consumers from other countries.

Coins are just numbers on a log.
