Have all single men and women register, similar to selective service/draft, only this registration is for intent to be married, signaling that you WANT to be married.
What the government then does is tell you that in order for you to not be taxed, the government will create a match for you based on age, income level, and looks and that person will be required by the state to marry you. As long as you two remain married and have at least 1 child, you will not be taxed. Neither party can say no.
