Which is the more appropriate metric for eugenics; race or IQ?

For example, if hypothetically a 130 IQ White Man has a choice between reproducing with a 145 IQ Asian office worker or a 115 IQ blonde Aryan jeans model, which is preferable from a eugenics standpoint?

IQ tests are flawed. The Flynn Effect is real, and somehow African niggers have been eking out 1 or 2 IQ points every 20 years despite them being as dumb as ever. There are threepoints to consider:
1. OP specified IQs of 130, 145, and 115. All of which are above the average EA IQ of 105. If whites continuously bred with EAs, they could expect an average IQ between 100 and 105, because the combination of genes that produces high intelligence is lost in genetic recombination (when paternal and maternal genes combine into one genome). That improvement is nearly negligible.

2. The trade off is that mixed race people suffer many problems that other people don't. Besides the problems with matching donors for diseases (a relatively rare problem), they also have numerous behavioral problems and increased risk of psychological disorders. Whether this is because of the psychological stress of being different, or because of an outbreeding depression is unknowable because it is so understudied. However, in animal breeding like horse breeding, it is understood that combining dissimilar breeds causes temperament problems, health problems, etc.

3. You do not benefit from "upgrading" your children if the cost is your genetic future, any more than you'd benefit from adopting 100% asian children and raising them. The genes that make you and your race who you are would be lost. That's not an upgrade, that's extinction.

Race is 100% inheritable so to speak, as in the phenotype trains like skin tone, shape of the bones from both parents and IQ is only 85% heritable in that sense, we know from twin studies.

Think about it like this: imagine there were five intelligence genes. Each gene has three variations, A, B, and C. "A" makes you intelligent, "B" average, and "C" dumb. So an intelligent person might look like this:
AAABC
And another intelligent person might look like this:
CBAAA
If those two people reproduced, those genes are mixed together, and the child is likely to look something like this:
CBABA
Each parent had three A genes, but the child only has two. If the child has children of his own, they'd be even less likely to have A genes. That's regression to the mean.
In real life it's much more complex, and it's far easier to lose an advantageous combination of genes than to gain one.
Think about it like this: if you draw a random 4 cards from a deck, you have equal chances to draw all 4 aces or to draw any other random hand in the deck. If you then take a second deck of cards, and trade one card at a time between your hand and the 2nd deck, you are much more likely to lose your aces than you are to gain four more from the 2nd deck.
An island of geniuses might be like decks of cards with all the low number cards taken out, but it's still unlikely you'd draw all high value cards.

This would happen even on an island of geniuses. Over time, they might stabilize at a higher average IQ than the general population, but until then each generation would lose a portion of their parents intelligence.

In the next 100 years, humanity goes extinct. Article in the news today that Japan was reduced by nearly 1 million people in 2024 as compared to 2023 (2025 numbers not out yet, obviously). Even if the rate itself did not increase, they have only about 115 million people. 100 years there would only be a handful left. Long before that though, they would cease to be a people who were capable of any endeavor, let along grand ones like you describe.

And it's not just Japan. It's every-fucking-where. Humanity is doomed, if not to extinction, then to becoming a microscopic population of feral subhuman things incapable of technology (and I don't think that's much more likely either). Childlessness is a contagious mental illness.

1. genetic drift isn't linear,
2. controlling selective pressures is basically utopian, and if it could be achieved it'd probably be dystopian,
3. eugenics can cause harm (like in dog/cat breeds) that exceeds the assumed value of traits being selected for, because we don't fully understand the processes we're interfering in,
4. "relatively quick" evolution still takes hundreds or thousands of years,
and 5. none of this changes that regression to the mean invalidates the IQ angle in OP's hypothetical situation.
