I think they see the lower classes simply as beasts of burden and would like us to cooperate when needed, but the discord between different races is also a vital tool for them to prevent people from uniting against them. Basically they don't want a race war or anything like that, they just want us to live lives where we can't trust anyone around us so the rabble teaming up against them becomes impossible.

You can argue affirmative action is really about policy that was implemented to treat the races different.
