Why are the Chinese in China so NPC-like? The ones born here seem to have more vibrance and awareness. They're courteous, they let you in in traffic, they say thanks when you hold the door. But over there it's like they're all under a brainfog spell that gives them the awareness of a mole wearing horse blinders

In China, it's called guanxi, describing the social networks they form. Some stranger dying on the road isn't an insider of that group, so they don't give a shit, but they do care for those who belong. Russia has a similar system of mutually beneficial, usually corrupt networks called "blat".
You get the idea: they don't even dream of extending their in-group across the entire nation, but rather have their own little elite friendgroup they do protect, like a mafia
