I have personally seen (last one a couple days ago) when a stupid driver change lane suddenly and the other driver immediately react to avoid the accident, and we are talking about split of seconds, not fucking 10 seconds to react. I personally would increase my alert level when any car is stopping n the side, let a lone a truck, because maybe some kiddo will jump or something else, so that driver should notice that truck is slowing, then start crossing, and that's more than enough to react and avoid it safely.
I'm almost 100% sure that the driver is a woman or a chink, these two are literal NPC drivers, they treat lanes like rails, so many cases I saw in dash cam, and women just scream and keep driving.

Say the speed limit is 75mph. The guy starts turning at the 0:00 mark and the hit happens at 0:04. For the sake of argument let's say the driver had 5 seconds to slow down to a stop.

Let's take for granted what gemini reports:
