My guess is the Bush administration had to ensure the oil companies were flush with capital to get the fracking boom underway, since they knew global conventional oil production was peaking and would soon decline, just as all the peak oil folks of the 2000s said. The border was opened with the passage of NAFTA during Bush Sr.'s terms, then NAFTA went into effect during Clinton's presidency and Mexicans poured into the American Southwest like a deluge during the latter 90s and the 2000s. Seriously, the southern border from around 1994 until Obama's deportations of many Hispanics, along with the bad economy in the years after 2008, slowed down immigration a bit (Obama wanted to bring in Muslims and Africans, like his dad; the guy has definite daddy issues). I remember the "unitary executive" theory. What it entailed was never clearly explained to the public. We were just given hints that it meant the executive branch, meaning the president, would absorb the powers of the legislature and judiciary.

Many who voted for "hope and change" were hoping for a scaling back of executive power, along with an end of the wars, and some major economic reforms to restore prosperity for the working class. Obama just pulled a Clinton and kept most of the same policies of his predecessor. Then he got the US into more MENA conflicts.
The concept of the "imperial president" has been discussed since at least FDR, though massive presidential power goes back at least to Lincoln, although his successors didn't use their power like he did. This concept means that presidential or executive power has expanded to the point that a president is able to act like a quasi-emperor.
The USA is perhaps in its transition from a Republic, led by the Senate, to an Empire, led by an emperor of king-figure: one man rule. But it's a very open question whether the US's global reach will last for a long time to come like Rome's imperial reach did after Octavian took over. Then again, it was an open question during the late Republic whether Rome itself would survive or implode due to all the social conflict and civil wars.
