It's not just the CIA and FBI. There are blackmailed pedophiles in Delta Force and the NSA and Palantir. But . . . if the President is not actively arresting them, then he is covering up for them. What you're describing is a coverup by the FBI and DOJ. If they have incriminating evidence against people but refuse to prosecute them that's a coverup.

Which is why I don't believe such evidence exists anymore. The FBI has no reason to hold onto it, if they're covering it up (which is illegal) then they're going to destroy it.
