People are required to register their motor vehicles and get a license to operate it. And law enforcement actively regulates the entire process. I think there should be a similar system for pet ownership, and pet owners must subsidize it with related taxes.

Cats are ideal city pets or for people who live by themselves. Dogs are ideal suburban or rural pets. Families who live in houses with a back/front yard with a fence are ideal candidates for a dog.

None of these animals should be stray. It is both cruel and hard on the environment. Wouldn't be a bad idea for some rural and suburban areas to ban cats to take some pressure off of local bird populations.
