Actually, the innermost, bottommost steel beams would need to fail (falling in) then a second or two later the outer/rest of the beams would need to fail. If it didn’t happen exactly this way, the building would pivot, and affect nearby buildings. This is impossible in an accident, and is even pretty hard to do in a controlled demolition.
