Now it takes very little to get tagged for whatever god forsaken reason it is and when it happens life will become VERY difficult for you. As the point is to keep you away from whatever the risk assessment warned about and at the same time exhaust and torment the victim into inability and inaction with just struggling to survive or preferably eliminated completely.
I've seen it happen. I've tried warning others but they never listen. Too paranoid and impossible. They have been doing this shit since before the 60s. The only good news about it is cascading number of errors and failures its ending up with because of its constantly in flux requirements for enforcement. There is only so much it can neutralize and its methods doesn't actually do anything to resolve the issue to begin with. Just cover it up and hope it dies sooner the better.
CCP is simply the most blatant about it but ask around in the right circles. Start noticing. You will see that pattern. Especially if you looked up the old records and why it suddenly would get squashed. Why certain experts suddenly vanksh out of nowhere. Why for peculiar reason.

Technically its EXTREMELY illegal. That is why there are 'two' sets. One is redacted under national security this is the one people pay attention to the most and is supposedly only allowed access to glowniggers. The second is the unofficial blacklist that informally exists, is collectively enforced, and grants direct but often limited access to the 'restricted' data bank black list.
However the initial test runs used for it weren't redacted as at that time they didn't see the need for it and nobody noticed what they were actually doing and building. They simply considered it wasteful to keep it so restrained Its not like people haven't tried blowing the whistle but they have so far failed miserably. Especially how normalized and overlooked it has become.
