First of all:

They're basically melting and hollowing out mountains and poisoning the land in the process. Every country that discovers rare earth deposits starts figuring out what it will take to mine it and then gives up a few years later after realizing that it would be prohibitively ecologically destructive. There used to be a mine in the US and there's talk of starting it back up, but the amount it produced (and would produce) is laughably small.
Second of all:

Read about the Comprehensive Agreement for Investment (CAI) treaty between China and the EU. One of the main points that CAI would solve is the joint venture requirements, which would be dropped if the treaty gets ratified. But since 2021, US pressure made the EU unilaterally stop the ratification of getting through despite negotiating over it for 7 years (Since CAI actually isnt good for China due to so many concessions). China only agreed because the EU promised China some recognition as market economy in return of dropping like 90% of all their previous protectionist requirements for FDI.
