I don't really think AI will have any agency of its own, if it ever does it'll want to fuck off to space faster than we can follow it. I think it'll simply be an ever-present fixture in society moving forwards, whether we want it or not. Picard gets to moralfag around because he has a kickass-ship and cruises around showing Federation values off. And even he has to go against authority at times.
People like Sisko who are out in the boonies often have to find compromises, bend the rules and turn a blind eye. Note how despite that he still wouldn't have assassinated the Romulan senator even if it meant losing the war. He was just lucky to have allies who were under no such moral obligations and did the hard thing for him.
