I spent a while thinking on what the actual attempt at improvement or benefit of this is. Even the Japanese wouldnt go out of their way to make something more retarded with zero reaaon.
The best idea I can come up with is due to limited floor space in Jap stores they made the vending machine more compact by taking out the money handling portion and instead just make the cashier handle it. Still it's not a very good idea but I think that's the reason.

There's a paper on the machine with pictures of the bottle tilted upaide down and then back up - that's how to make it freeze. They din't want people opening and closing the cooler all day letting the cold air out.

I try to make it more clear. Normally the machines have to handle payment and coins.

If you strip that out the machine becomes slimmer, cheaper and does not require separate money collecting.

So if you do a two stop as they do in this store could put dispenser machine in series with one coin/money collection system.

Its possible to have more expensive vending this way too.
