Actually it is, because immigration is determined by job market, industry thresholds, and general utilities/care such as doctors, water treatment, etc.
We can't just let immigrants into a country if it destroys the infrastructure.

So we have proven that companies are purposefully hiring outside of the country for workers that are qualified IN the country.
Which means a large portion of legal immigration is being cut off, because there is no demand for it.
