Well when you say "Katrina" You're probably thinking of New Orleans. When I say Katrina, I think Port St. Louis. The picture you're seeing is the result of about 20 feet of surge, though in Gulfport's case, there's a little embankment which sits about 1000 feet from the coast, In Tampa's case, they do not really have this embankment, there's ALOT more people within that surge area, and generally most of the businesses that people use. We're not talking NOLA Kino, we're talking just there being such destruction in the surge that the downtown is basically unhabitable for months from things like debris, mold, and so on. You're not going to see people crying on roof tops but you'll see ~50-70k people in that situation simple not have a house to return to with another ~300k who will need to demo their house. and then from there another ~400k who will have to just abandon their home because it is repairable but home insurance in Florida has since collapsed in this situation and so they just have to sell the property or leave it abandoned.
