For the same reason China won't overtake the US so long as they're the factory of the world. They have to make less money in order for others to buy their stuff. If you make 7.35 (USD) an hour in Japan (their min wage in usd), work 40 hrs x4 weeks, that’s $1,176 dollars. Sounds super low and crappy. When adjusted to cost of living, it is about equivalent to making $2,700 a month in the US, higher than making a $15 an hour minimum wage ($2400 and that’s not even accounting for how places with $15 minimum wage have higher than average cost of living in the USA).

A McDonald’s meal that costs $9.39 in the US costs $4.82 in Japan. A pint at a bar will run you $2.92 there with NO TIPPING vs $4 or $5 before tip and tax here.

GDP is a terrible measure on its own. Japanese people, despite de-growth and an aging population, are doing fine. Meanwhile here in America minimum wage workers struggle to make ends meet, let alone have any luxuries like eating out every now and then.

Fun fact, two people earning minimum wage can afford an average two bedroom apartment in Tokyo, by far the most expensive city in Japan. If that's economic stagnation, sign me up.

Manufacturing was the way to get ahead in 1890. The advantage going to technological development, especially computing as was the case in the US, was the way forward. One of the reasons the US would have been dominant over the USSR even if it survived would be that the US was developing computing as it had been since the 60's (ARPA literally invented the internet in the 60's; ARPANET) whereas the soviets had some fantasy of socialist cybernetics. Every other nation is a late adopter, especially Japan.

Japan had a huge dependence on imports throughout its modern history. No natural resources easily accessible. Can only manufacture things when supplies are imported. Whereas the US, if not stifled by politicians, has access to a lot of natural resources. At best Japan could only be a manufacturing hub. They were too late to really be anything close to dominant in tech.

This is of course not to neglect other problems like their degenerate workplace culture (just the feudal system but with a fat old boomer instead of a samurai).

restrictions that are called not by yourself but by others.

Military:

Max 370k soldiers (Currently the Bundeswehr counts approximately 180k soldiers)

Only conventional weapons (No nuclear, biological or chemical weapons)

No foreign non-conventional weapons stationed in the former GDR (DDR, aka, former East Germany)

Territorial:

No territorial expansion of any kind. Including the official renouncement of Germanys former territories in Poland and Russia (Eastern Prussia).

The German consitution forbids other regions or countries to join. Even on a voluntary basis.

Why these restrictions were put in place: In short to disable Germany from threatening peace and more generally the post-WWII order in Europe.

When these restrictions were put in place: By the Two plus Four (West and East Germany plus the four winners of WWII) contract. It was signed in connection to the reunification of Germany in 1990. While not officially it is the de facto peace contract between Germany and its WWII adversaries.
