It would help if you used some of your abundant natural oil and coal resources for abundant energy (thus lowering the cost of energy) and opened up more land to settlement so you could lower the cost of housing.

As it stands, Canada is like 90% federally owned and the land that's left is half the size of Japan. Most of it is just along the St. Lawrence River.

It doesn’t matter if they’re not innovate, not entrepreneurs, and not working. Canada lucked out with Shopify and Lululemon, other than that it’s all resource extraction. That’s good, but offers limited work. Also Canadians train themselves for jobs they want, not the jobs they have. It’s odd.

Wealth is generate by resource extraction. Everything else is just the transfer or transformation of wealth. Farming, logging, mining, fishing, oil drilling, and energy generation are the backbones of building wealth. Factories are how you transform those raw materials into commodities, increasing wealth generation.

Canada has cut back on most forms of resource extraction and regulate the shit out of what little remains. They also shut down most of their factories. Their only hope of actually increasing their wealth is through tourism.

Europe has much the same issue. They don't extract or refine anything anymore, and it's why Europe is losing wealth rapidly. The only thing Europe has over Canada is tourism. Turns out France can do literally nothing and still sustain itself through tourism.
