Basically, Ospreay wrestles the same fucking match every time, and when he tries to add more life to it, he just makes it worse (see: the tiger driver stuff)
Omega works a similarly loud, spot-heavy style, but he goes into every match knowing exactly the story he wants to tell and what he wants everything to mean for him.
I'm not a fan of Omega's storytelling. At its worst it's very Bray Wyatt, where it's more about the cosplay, movie references, fourth wall breaking, circlejerking around character lore and company callbacks rather than living in the moment. But Omega invites people into his world. That's the difference.

Omega is more compelling as a character. He had a timeless rivalry with Okada, and was the leader of a very controversial faction. Will on the other hand has no memorable rivalries and the united empire has nothing interesting going for it. Will's whole character has always been "imma carry you to a good match".

I've watched Ospreay his entire run in NJPW all the way into AEW.
He's a fantastic wrestler but I've never been into his character work. There were quite a few times in his career (his BoSJ wins, those matches with Shingo, the NEVER belt, move up to heavyweight, feud with Okada) that I felt like Will is starting to figure it out and get a clue, but it feels like he just plateaus rather than break into that next level. Some of his AEW promos have been good, but he's the same guy he was coming in well over a year ago at this point.

To be honest I've never fully like Ospreay's moveset, I thought stuff like the Robinson Special and handspring spinning enziguiri were overly flashy and not impactful, I also don't like Stormbreaker as a finish.
It's more that he doesn't really structure his matches with the logic or cohesiveness he was made to in that brief glimmer in NJPW. Every match of his now is a G1 sprint maybe with an extra ten minutes of trading big moves you don't see often, and G1 sprints are easy.

There's a lot of reasons. The biggest one is that Kenny did it first in a time where no one else even came close to his explosiveness. It's been a long time since Kenny was on that level so people forget, but go back and watch any of his matches from 2016-2018. No one moved quite like that before or since. On top of that, Kenny had great psychology, charisma, and star presence. At his peak, Kenny was a spectacle. Ospreay is athletic and has great matches but he's missing everything else.

He's incredibly self-indulgent as a wrestler and epitimizes the maximal style of wrestling which is literally just lots of high-octane movements with very little thought behind them
He's fine as a switch-your-brain-off kinda guy but the insane overrating does make it hard to take anything he does seriously. I don't consider him anywhere near the best in the world and asserting him among the all-time greats is just laughable to me

This was only the case in NJPW where they had better agents to draft stuff out and keep him on track so he could have different matches within the same main event bracket like the Kenny match, the Shingo pair, feeling different between Jr and HW, though admittedly he did suck at working heel.
In AEW it's all the same, 100%, look at that Fletcher match, it was just another display of exceedingly choreographed gymnastics during a blood feud. He can't step back and realize that some stories need you to have something sloppy and messy like a Foley brawl, it's all "lets help each other through this elaborate sequence of moves" and I find that a reduction of wrestling.
