They are basically saying that they have no faith in the audience being able to get behind a G1 winner until Wrestle Kingdom.
History always shows that short term booking is a product of a failing and stale company.
Their best option would have been actually getting something out of the AEW/NJPW alliance and having Takeshita win the IWGP HEBBY QUU and have a long reign which works in favor of the Okada vs Takeshita tension that is going on now. Okada is the old guard, has been middling in AEW, Takeshita being a conqueror of NJPW could be a redemption arc for Okada for the fans who feel he betrayed NJPW and have Takeshita be an actual Icon and star that he clearly can be in japan with Okada ultimately putting Takeshita over
