I don't know what people want. The government certified the camp had an emergency plan. The government monitored the storm, gave a flash flood warning, then upgraded it to an alert, then upgraded it to a dangerous situation that required evacuation. There's nothing else that could've been done. It's like people think the government can control the weather.
