best way to keep my apartment cool in this situation?

i'm ground floor and have two big fans which kind of work, but ground floor doesn't seem to be cooler than the rest of the apartment in my case bc the drying room is below me, and people go there seemingly 24/7 and always turn on the machine on that dries clothes and makes the room hot as hell. i think that heat is also going into my apartment.

can't install ac in this apartment (northern europe lol) and the "go and turn the machine off sometimes" method i've tried doesn't seem to work bc someone always goes and turns it on again within 30-60 minutes. sometimes it's a bit ridicilous too seeing that the drying room is empty except for 2 pairs of pants, and someone still put it on for 4 hours.

i checked on two days where outside temperature was the same on both days, and on the day when i went to turn off the drying machine below a few times during the day, the air inside of my apartment was 3 celsius cooler (noticeably cooler) than it was on the day when the machine below was running all day without interruption.

maybe the dryer vents need to be cleaned. Like the pipes that exhaust the hot air to the outside. If they're blocked up, the hot air will back up into the room, and heat the room, which then heats the surrounding rooms.

alternatively maybe you can open the doors to the dryer room (don't you mean laundry room?) so its hotness is shared more on its own floor of rooms

hmm this is my first time living alone so this is good to know. maybe i can ask about it, thanks. and the 2nd tip is good too, i realize now that i also always shut the door (between the washing machine room and the drying room) whenever i go turn it off lol.

i am doing this right now, only works at night though bc otherwise outside temperature is too hot. but you know another issue from living in a ground floor apartment (where there are bushes and trees near every window) where you want the possibility of opening your windows sometimes. bugs. i'm fighting a small infestation rn because some weird flies are constantly buzzing near my plants and maybe they even made eggs there.

you could install window nets if you're having problems with bugs
some bugs and mosquitoes are attracted to light, try not to have an open window in the evenings if you have the lights on
also drink more water to cool off

as if i don't already do this. they buzz around there anyway bc this is ground floor so keeping the lights off doesn't stop them from constantly wandering them in lol. but i might get bug nets in the future.
