best way to keep my apartment cool in this situation?

i'm ground floor and have two big fans which kind of work, but ground floor doesn't seem to be cooler than the rest of the apartment in my case bc the drying room is below me, and people go there seemingly 24/7 and always turn on the machine on that dries clothes and makes the room hot as hell. i think that heat is also going into my apartment.

can't install ac in this apartment (northern europe lol) and the "go and turn the machine off sometimes" method i've tried doesn't seem to work bc someone always goes and turns it on again within 30-60 minutes. sometimes it's a bit ridicilous too seeing that the drying room is empty except for 2 pairs of pants, and someone still put it on for 4 hours.

i checked on two days where outside temperature was the same on both days, and on the day when i went to turn off the drying machine below a few times during the day, the air inside of my apartment was 3 celsius cooler (noticeably cooler) than it was on the day when the machine below was running all day without interruption.
