The argument about IQ scores being maleable does not disprove the general idea of intellectual differences. It's a criticism about the methodology of the tests.
Most of the evidence does suggest that culture and experience have a significant impact in average scores. This does not mean that if you study really hard, you can go from 100 to 150. But it means that the test is flawed.
IQ has a genetic component, but that is not the only one, environment is also very example. And, as with any other genetic trait, anomalies can happen. And when talking about people over 145, which are less than 0,5% of the population, anomalies can not be ignored.

In general, that is, average scores, environment does play a very significant role.
