It's not actually improving anything. A shit source is a shit source but it can make it more palatable to the eyes. Watching DVDs nowadays I set the resolution on my OLED to 480/576p and crank up the super resolution and MPEG noise reduction and it makes them look so much better. Not sure exactly why, hard to put my finger on it but it's a decent algorithm without introducing too much noise. I COULD also enable normal noise reduction but that makes everything look too waxy the way most AI upscaling seems to do.

It's built into my 4K LG OLED B4 television. Whatever AI algorithms they are using for their "Super Resolution," option. When you toggle it on 1080p sources it doesn't do much but for 480/576p it's like a night and day difference. I could use my player upscaling but the TV does it better. Apparently the Panasonic UB 820 4K player has some chip that upscales DVDs really well but I only have the 450 which apparently doesn't have that chip.
My TV also has a literal AI mode but it makes things look too waxy and swimmy which I am not a fan of. The MPEG Noise reduction is great though as it's very good at just removing compression artifacts without removing detail.

Sorry for the late reply. Regardless of resolution I always try to watch things in the OAR. DVDs are 480p (region 1) and 576p (region 2) but they have widescreen anamoprhic and non anamorphic releases (worth avoiding due to even shittier resolution and zooming). I never stretch anything if I can help it. Non-anamorphic was really only in the early days of DVDs where the widescreen film would be presented with black bars on all sides and you'd have to zoom your TV if it is widescreen.
