You are making two claims
Firstly that we need to give people things and not money because if we give them money they can use it on drugs
Secondly you say we gave Africa Trillions. But we didn't give it as cash we gave it as aid. And that aid was repeatedly stolen
>During the 1992-93 famine and the wider collapse of order in Somalia, powerful clan warlords (notably forces allied to Mohamed Farrah Aidid) interfered with, hijacked, and taxed food convoys; food distribution was regularly disrupted by armed groups. In later famines and droughts militant groups such as al-Shabaab also blocked and diverted humanitarian deliveries in areas they control.

>During the civil war the Revolutionary United Front (RUF) routinely looted relief supplies, attacked humanitarian convoys and camps, and used humanitarian resources to supply their forces. Human Rights Watch and UN reporting document repeated seizures and attacks on relief effort
>During Zimbabwe's food crisis in the 2000s, critics and human-rights organizations accused the Mugabe regime of using food as a political tool-restricting distributions or redirecting aid in ways that advantaged political loyalists and punished perceived opponents. International reporting documented government interference and misdirection of relief
Giving stuff instead of money doesn't solve corruption.
