It's just lazy TBC talents whereas with Turtle they actually have custom Vanilla+ talents, and Turtle has way more content.

Imagine if Exorcism not only was usable vs. everyone, but also did more damage the lower your health was. The idea being that attacking a Paladin, who is such a righteous being, incurs penalties and allows Exorcism to increasingly deal more damage. Fits in with Retribution theme, too.
