I think people commonly confuse free will with the ability to exercise free will. Free will is the ability to think for yourself and make decisions in your head. Whether you can actually do it is another thing entirely. I can spend all day willing myself to levitate 10 feet in the air, but I don't actually have any way of achieving this so it won't ever happen, regardless if I will it or not.
