I remember me and a friend duo queing banning Luna and Wolverine every game during the vampire season and the game was actually way more fun without Loki and Luna pausing the game for 24 seconds. Granted this was before BP was fucking abysmal to play before they fixed him and the Rocket / Punisher team up was the only thing to look out for.

Luna's in a weird spot where she has the most obnoxious ult I've ever encountered in my history with video games, to the point I have so many hours on Mag just to mag dump her ass, but at the same time she's the most skill intensive support hero to play in order to do well hence her shitty winrate.
They're never gonna nerf her ass cause she's one of the dev's OC's.
