Reminder: everything didn't look like the conditions in the movie the entire time. The characters say there used to be Atolls all over, as far as the eye could see, lining the horizon. There used to be ships sailing around and they'd trade with each other. The smokers started raiding and destroying them all. The smokers religion is "never-ending, everlasting growth". It's why they despise the people on the Atolls that only have a certain amount of slots of residents and have to wait for deaths before having a new birth.
