In the books, he literally has no teeth because he's an infant. He's also tiny, can speak (with a stutter), and rides around on Hiccup's shoulders. He's the baby form of the franchise's Big Bads, and will eventually grow to be a massive, multi-story tall Godzilla monster with lots and lots of fangs, but when we meet him he is indeed 'toothless'.
Also, it's a sin how they butchered the portrayal of the dragons in general - they're supposed to be intelligent, there's just supposed to be a language barrier that keeps humans from understanding them until Hiccup and co. teach themselves how to speak it.
