people that want to play Hulk because he's the Hulk and the people that actually play Hulk are two different camps in this game, the people taking the time to play him are taking the time to understand his kit and how useful his tools are while the people that WANT to play him but don't are disappointed he doesn't play like what the general depiction of the Hulk usually does which is understandable, there is some overlap though and it's the same issue that actual Thor players have with Netease bumping them out of brawler and towards spamming Awakening Rune despite it giving him "crazy DPS bro" because they want to run in and smack people with the hammer

people already seethe at characters like Ultron getting pushed into support or tank when most well-known Marvel A and B-listers would probably be DPS or tanks that also shit out damage if they were done completely true to form, it's not strange for the question "why'd they do it specifically like this though" to pop up
