Not the best, at least in its theatrical version, but criminally underrated, yes. It has my favorite version of Gotham of all movies & animation, and I love how Schumacher actually tried to explore WHY Bruce became Batman (it's all in the deleted scenes tho).
I wish WBD releasee Schumacher Cut, but sadly, it is very unlikely to happen now.

I liked the cyberpunk-meets-Art Deco Gotham in Batman Forever far more than Burton's GOTHam or any other live-action version. I wish comic books used a similar version of Gotham more often.

Mystery Men is basically a superhero movie satire in a time where superhero/comic movies had all these big sets and background paintings like the Burton/Schumacher Batman movies or even stuff like Dick Tracy and The Mask.
It's sort of the capstone to that era of comic/pulp movies since it came out after Batman and Robin ended that style and Blade/X-men started the 2000's approach to trying to ground it.
There was even a rumor for a while that Tim Burton ghost directed it.
