Susie is completely attention starved. She clings onto Lancer the moment they start talking, and then clings onto Ralsei in the dark world to the point she just wishes she could go to school with lancer, ralsei and be happy.
Noelle showing affection and wanting to get to know Susie would instantly get Susie interested simply because she's the 3rd person to take an interest in her outside of Kris who is weird retard at the best of times. Hell all it took was a single interaction from Toriel for Susie to gain an almost dogmatic loyalty towards her.
Noelle is obsessed with Susie because she's providing a dangerous but comforting feeling she can no longer get from home. Rudy touches on it a bit and so does the overall dialogue, but Carol is full on control and "safety", nothing can be placed anywhere except at home, Noelle is aiming for the opposite of that with Susie, and there's also clearly a significant overlap between Dess' and Susie' personality, filling the void a little bit of what she's missing.
I don't think either character is in a mentally healthy enough position to actually be feeling romantic feelings, they're both coming from quite twisted places and traumas and expect something to "go wrong" in either route in chapter 5.
