Well in the case of Brant you aren't really doing any damage at S0 unless you have his Sig do to his energy regen needs. Even with his sig dps Brant is a bit sweaty. As for Phoebe she needs Rover or Cia to pop off. Cia really is the only odd one out since she does good damage out the gate by herself and is a great support.

T0 was a bit wild but with the current middle tower buff she could clear it solo. Without the buffs I say her base damage would have her in tier 1.5 as a sub dps
