Sisko explains himself very well here: cultural diversity ends the moment you put on that uniform and become part of the military hierarchy.
None of these people were drafted and they all knew what they were getting into.
Picard letting Worf off for killing someone outside of the line of duty was incredibly unrealistic and unmilitary. Even moreso by Starfleet's anti-violent philosophies.
There's no way Picard wouldn't be court martialed for letting Worf off with a simple reprimand.
