Ralsei can blow apart Statue-Gerson in one blow. He can also mass-pacify darkners akn to sleep mist, he just refuses to do so in regular battle (see Ch2 dark world intro). In Ch4 he even begs to do basically everything himself from now on if it means that the party won't see a single prophecy window.
He's 100% holding back, I think he wants to appease (you) by letting you have your gameplay which also buys time for doing whatever he needs to do with Kris offscreen
