Russia modders are basically fallout 1 and 2 addicts and learned how to program in fallout's janky ass engine slapped together by gamebyro a bajillion years ago. There's a surprising slav following for Fallout, like not just Ruskies but Ukrainians, Bosnians, Czechs, Serbs, and Poles.
I guess like living in an eastern european shithole is like living in the wasteland.

I believe there's a much easier explanation.
There's a continuing tendency with beauty standards, and goths take the niche of being out of this world, sort of.
You wouldn't see the Platonic ideal of a goth chick being like 40 years old, you wouldn't see a goth chick being old at all, you wouldn't see her doing "ungothic" things, and "ungothic" things would largely constitute as fairly normal to us. The goth chick drags you out of normalcy while also still presenting it as an attractive thing. We love a bit of stepping outside of the border at times: it's just the most tolerable thing there is as it also takes care of your attraction/attachment issues as well.
What should be a bit concerning, though, is that we returned to it for some reason. It may be a fad, a smaller revival, but usually you would have another type take the niche. It's a bit emblematic of the modern condition with how much we're stuck in people's childhood times as there's no conception of a future actually being better. Kinda rhymes with the lesser gyaru/2000s style "revival" in some art stuff: older people long for the 1990s again, youngsters want the 2000s again.
The future thing, I suppose, would be just straight up angelic chicks. Still out of this world, but it steps out of the world in a different way. The gothic style drags you out into the underworld, angelics drag you out onto bright peaks. Light hair, translucent skin, very thin, very bright and absolutely desexualized style. Talking about softcore revised esoteric Christianity (we haven't yet reached the full potential of Sophia the Wisdom of God, female saints and Russian Silver Age thought) and shit. Very medieval feels, "love is an extension of chivalry", writing cute poems again, all that. Maybe it's already out there, IDK.
