You are describing third world cope of colonisation to explain their inferiority. The British invested heavily into their holdings and spent centuries building them up to be trade points and military staging grounds to secure them. What the fuck do you think they were trading 50 years after they took over? Britain trained the locals in 'modern' agriculture, finance and trade due to sheer necessity and then elevated those locals that were at odds with their brethren to rule over their own kind since mass colonisation of British to say, India or China was a retarded idea that would not have worked.
They introduced English Common Law, that before Napoleonic Code had no equivalent anywhere outside Europe. The entire non European world benefitted enormously from the forced application of Magna Carta and individual civil liberties - equality before the law, measured and appropriate punishments for crimes, INNOCENT until proven guilty. These were NOT minor contributions to humanity.
Other places like Australia/NZ were near fully autonomous. Mostly what they shipped to younger colonies was expertise and settlers. Australia is living proof you can dump a bunch of Englishmen into a barren shithole on the other side of the planet and within 100 years - before automation - they produce a first world country of law and order. No other race can say the same, there is instead flat examples of the opposite.
