Long answer: They couldn't force her to develop a taste for blood. Terra would do as she was told, but she still hesitated to wholesale slaughter people with her magic. In the scene where Kefka puts the slave crown on her, the VERY FIRST thing you see her ordered to do is mercilessly burn an entire company of Imperial troopers to death. This gives you an immediate clue as to why it was needed, because that is something she otherwise would have held back on. So even after being raised within the Empire to be a magic weapon, Terra was still too damned soft hearted.
I also believe that Gestahl signed off on it. Anything to make her a more effective weapon for the empire.
