It isn't, but only the rich and powerful can defend their right to ownership in court when corporations try and mess with them in the absence of narrow and stringent legislation. In reality, you in fact do own a perpetual digital license when you buy software, in America and Europe both. It's just that companies have gotten so used to remaining unpunished whenever they fuck people over that they have no fear acting against the law all the time and people are extremely uneducated about the legal framework surrounding their rights. But even if they were educated, once again, only someone rich could start suing a megacorporation for being screwed over by it and most people haven't got that kind of money or influence. That is how big businesses eroded personal liberties throughout decades and instilled belief in people about being unassailable. By acting brazen and intimidating their would be opposition before any can even be mounted.

US. Supreme court affirms the first-sale doctorine which is basically the same thing in the EU case. The copyright holder loses their exclusive rights on the first sale. It's a good, you own it. Granted the US is inconsistent, so until there's a big supreme court case about digital goods it's up in the air somewhat.
