The entire setting is largely biotech based, so the elf dudes are not sole practioners of using biotechnology, however they are the best at it, largely because they are the remnands of the ruling caste of the civilization of the setting.
Their suits of armor for example are living symbiotic organisms that they wear as a basicaly a second layer of muscle and skin over their bodies.
The setting itself is a sort of colossal megacity composed of largely organic and biomechanical infrastructure and massive ecological habitats and what not, that after a millenia of civil war has been mostly reduced to overgrown ruins, with the remaining more intact districts housing the remnants of civilization within the Cityscape itself.
