Sonic literally said out loud that he can fight but that Tails is weak and can't fight so that's why they have to run away. And that's why Sonic has to rescue Tails, because Sonic is the best and a gary stu but Tails is weak.
It's blatantly Sonic leeching off Tails to look better. Tails got much worse in Unleashed and in Colors and in Lost World because of Sonic being such a shitty character. Not about being playable.
