And of course pic related had art for him as Star during the beta. Seeing as these are all characters from the first beta, I think they gave up after a point. It doesn't seem like they want overlapping Arcanas ala P3 either which is probably why they made Joker Trickster, and dipped into the Thoth deck for alternatives, and otherwise chose Arcana not used by the main cast in P5 (Hope with Sophia notwithstanding, but I dunno if they're gonna bother touching Strikers even if they let Kasumi in) which obviously isn't sustainable for an expanding gacha cast.
