The bump from 45 to 50 is less than what you get from 40 to 45, actually, since specialty rate has diminishing returns when translated to actual training facility appearance rate. It's like GBF's hostility stat. The formula for the actual appearance rate is something like:
(spec + base) / (base * 5.5 + spec)
where base = 100
So a speed card at 120 specialty rate, the card has a 32.8% chance to appear on speed training.

The difference between 20 and 100 is not that big. It's just 50% more appearances on the training stat on average.
