There is basically no difference between 3* and 4* Kita. Her main advantage over 4* Sweep is the power bonus. That lets you skip power cards altogether and you can get statlines like 1200/1000/1000 for long distance with just speed cards and power parents.

it's the most important stat a support card can have because you bring support cards with the intent to train their specific stat. if they never end up rainbowing on their specific stat then all of your early-game building friendship was wasted, your expected stat production is fucked, and the card was essentially a shitty floater for some training and mood effect.

the nartia taishin speed SR has essentially the same stats as kitasan but you've never heard anyone tell you "oh this card is a pocket kitasan!" it's because it has zero specialty priority which makes it a C-tier card because specialty is that important.
