Does anyone suppose Reform would literally let a water company fail, go bankrupt, cease operations and leave citizens without running water? Let the energy company go under and leave entire cities without power?
Utter retardation. Companies that provide essential utilities and maintain vital infrastructure literally cannot be allowed to fail, which is why privatization is such a scam. The private company captures all the gains when things go well but all the risk is still carried by the tax payer who will have to bail them out if the company is things go wrong. And as you say, there is direct incentive to run the company into the ground and strip it for assets.

It's safe to pick it up later, the DLC unlocks about 2/3 through the game but I would HEAVILY suggest that you wait with starting it until you've finished the base game (You get the choice to go back to the hub instead of starting NG+ after you beat the final boss)
The difficulty curve is completely fucked if you play the DLC in the middle of the main game and many of the bosses of the main game late game that are fun and impressive will end up being too easy and no fun because you've already acclimatized to a far higher level of difficulty.
