No it fucking doesn't.
All that shit is still sitting at the ready in the Bakken.
Last time around, that part of North Dakota exploded economically and within 6 months from nothing to fraking to the max.
This time the wellheads are already drilled and the infrastructure is there, just without the jobs because oil fraking there isn't economically viable.
Let oil hit $300 a barrel today and you would have every roughneck in the US up there for a $200,000/year job tomorrow and fraking in full swing by the weekend.
