Just because you think that drunken retard doesn't pose much threat, doesn't mean he won't jump at you with piece of broken glass when you're unprepared. More unprepared you look, more likely he'll try his chances.
Russians are capable of sending 20-30 million men to die in Baltic states/Poland/Germany (depending how unprepared we are). These men could be crippled and retarded but they'll come here and we'll have to use expesive weapons to kill them all because our lives are worth much more than theirs'.
